I am currently looking at a 3 % rate without buying a point. Are there better rates out there for a 15 year fixed loan.

Might be, but that sounds pretty darn good. Depends on the state you are refinancing or purchasing in? And most important your credit scores must be very high.
I would certainly not buy down for a point at that rate.
