Doing a complete LR reno Sign In/Join

Hi, I just had 3 layers of wallpaper stripped & will be working w/contractor to reno the LR, from top to bottom. I have 3 windows with great light 33" X 74" w/6" between each, Though of using top down bottom up shades(?) Is gray a neutral or a sand in color. Also, on an extreme budget. Apprec. all advice & ideas much
