Something is eating on my roses....please help

Something is eating on my roses....please help
I don't see anything visible, even use my eye spec from our crop consultant. But it looks like almost full moon circles in the leaves and also in the petals. We don't have any grasshoppers yet, seems to be happening to roses and burning bush so far. Any suggestions would be greatly appreciated.

Do you have sawflys in your area?

If the holes look like ones in the picture below I think you have rose weevils. I can't imagine why you wouldn't be able to spot them though. That's why I thought of sawflies because the larval form are hard to see. They are called rose slugs.

With the circular damage, I'm thinking leaf cutter bees, too.

ga.karen, the link you supplied to leaf cutter bees has pictures exactly what the leaves and petals on my rose bushes and other plants look like, now I need to research what I can use to eliminate the problem.
Do you or anyone else out there have a solution for me please?

Also check for slugs. I swore I did not have slugs but have killed at least 3 dozen this year. Two large ones about 3 inches long. They were living under a flower pot.

Slugs decimated my henryi clematis this year. They had already done a lot of damage before we realized it was slugs. Now we have set up some beer traps for them and it's great to see them filled up with the nasty things each morning. At least they died happy.
