It looks like curved piecing (like dresden plate spokes with a border on top), piecing, and applique. Go to the link and search the keywords Patriotic Eagles to see it.

eta: oops, I should have asked if it was the Patriotic Eagles that you were looking for and not the flag quilt that is today's featured pattern. The Patriotic Eagles aren't literal; they resemble eagles like the Birds in the Air pattern resembles birds.Smile
