Mirrors that are like you are describing are very popular now -- it makes them look truly old. You might use an antiquing finish for the frame and leave the mirror alone.

I tried to scrape off all the backing from an old mirror, and made a big mess! It would have looked better if I had left it alone.

You can't fix it, you would have to get it resilvered and that would cost more than the mirror is worth.
I agree that the look in mirrors is now the tarnished and worn look instead of new and shiny.

I saw a project, where a mirror was loosing it's silver. They decopaged old french documents on the backside of the mirror, so that they showed through to the front of the mirror, as you were looking at it. It was a wonderful effect.

margo, i saw the same technique used on mirrors at an outsider art show in nyc. they were fantastic looking! i tried removing the backing and some of the silver from a small mirror but it's just too labor intensive.
jeanette, if enough of the silver has come off, just lay a sheet of newspaper on the back and look at the front to see if you like the effect.

Ladies,
You can also use stinky chemical stripper to get the silvering off and put a thin new mirror behind it.
