I live in an appartment and I've received the ok to "spruce" up the kitchen. I'm planning on painting the cabinets and switching out the knobs and pulls, but I don't want to go to the expense of changing out the hinges. Is it possible to paint the hinges without the paint peeling off each time you open the cabinets?
Personally, I wouldn't paint the hinges. Yes, the paint will eventually peel.
Worried about mixing metals? Don't - it's one of those design rules that's o.k. to break, IMHO. If you select some beautiful knobs and pulls, I'd be surprised if anyone ever focuses on your hinges.

It can depend on the hinge style and of course prep/primer and paint. And the number of hinges, to make it actually worth your time/effort?
I did this to our brass hinges in the kitchen, when I painted the cabinets. Lots of cupboards, so it saved a good bit of money. I washed the hinges and screws with TSP, rinsed and made sure they were very well dry. Spray painted Rustoleum spray primer as they were laid out in the garage, and then an almond colored topcoat on all surfaces. It took a couple of days to wait till they were cured enough to reposition and paint all sides. Inserted screws into cardboard box lid to hold them for spraying. It has been ten years, so they have held up well.
Definitely agree - if you prime and paint them with the proper products and procedures, they'll hold up well. You're doing a rental so I assumed you intended to use the cabinet paint to camouflage them.
