If these are the kind that you can easily peel and re-stick them, I'd just try it on the wall as is. If it doesn't look good, I'd mount it to some foam board and hang it up on the wall rather than trying to smooth the wall.
If they are semi-permanent I'd definitely stick it to foam board and not directly to the wall.
Another option to smooth the wall a bit would be to use paintable wallpaper underliner. This heavy paper will smooth paneling, cinderblock and textures to allow you to install wall paper or paint. It is available at home centers and paint stores that sell wall paper.
