Try hot vinegar. Just warm some white vinegar up in a glass container in the microwave, and use cloth or sponge to soak around the edges of the decal, working them loose. This is the way I got kid's decals off some furniture.
Did you try a blow dryer set to medium or lower? Usually if you peel one corner (with a small scraper, tweezers or a fingernail) you can get it started. You'll want to peel it back slowly and carefully to avoid any wall damage.

That's the problem with vinyl decals. They are difficult to take off and they usually leave a sticky residue. I always use fabric wall decals when decorating because they come off very easily. Anyways, I would recommend Goo Gone. It will definitely take that sticky gunk off your walls.
When you get them off, but sure to use a primer - probably a sealer would be better in case there's any residue of any sort. You don't want a bleed-through.
