    is it ok to prime and paint in low temputures outside like as in 38 to 45 degrees? Or should I wait until it warms up a bit?

    I should mention I am going to be painting inside the house.

    IF you are inside and the temp is normal,( heat is on) it makes no difference what the temp is outside.

    If you are painting outside, then I would wait till the temp of what you are painting is around 55
