If my laminate countertop is in good shape, can I glue tile on top and grout, or must I take board off, and perform standard tile process?

If the countertop has square edges, it is possible to tile over.

Depends on what kind of tile. A ceramic/porcelain could work, but no way I'd do a stone tile over it. The existing surface should be roughed up with a belt sander and a good latex modified thinset must be used. No mastic or premixed stuff allowed.
