We have a sill type outdoor spigot and the water when turned on is rushing out of the side opposite the hose. What do I need to do to fix this problem? The water cap it stuck into the spigot and I can not remove or even loosen it. Please recommend a solution.

i'd try wd 40, to see if that lubes it enough for removal...
