Are the winners pre recorded or is it totally live when they pick the winners to the dream home contest?

Yes.
It has been prerecorded often, but that doesn't mean it wasn't a surprise.
But so many of the winners were spruced up and ready for Prime Time! I, for one think that is the protocol if it is live or not.
HGTV doesn't discuss it, past or future.
Maybe the Cruz family will give us a glimpse of their experience and their knowledge of the past winners?

The Environmental Protection Agency mandates that a certain amount of ethanol be blended into the U.S. gasoline supply each year.
When an ethanol maker produces a gallon, the company receives a credit representing roughly that much ethanol.
Such credits—--called Renewable Identification Numbers, or RINs, after the numerical code assigned to each gallon—--can subsequently be bought by refineries to help meet the mandates.
The rise in RIN is 1000% this year..
We aren't using as much gas, so we pay for conservation.

Can't wait to see Carole's ambush tonight on HGTV special.

I missed the special, so I was happy to find the video on the website now.
Carole seemed truly surprised.

Carole's response looked unrehearsed...very natural! I loved when she called her mom and tried to convince her she had just won. It made me smile cuz I could see me doing the same thing. Very thankful for the video on the website.
