I work at a scrap yard and this old clock was recently brought in. Does anyone know anything about it?

As you have mentioned that this is a clock so, I came to know that this is a clock otherwise I might have thought that this is a machine. How one could able to know about the time from this clock. I have never watched such clocks before.
