Just a guess?
From the wooden handle and the small hook with a spike next to it, I would guess it draws back wire or maybe a staple? Possibly for live stock fencing? Or else straight pulls out a hook loop of something?

Thanks someone had sugested that it was used to tighten a barb-wire fence!
